The 2019 EU Clean Energy Package enabled citizens to take an active role in the energy transition, sparking the expansion of energy communities across Europe. 

These communities, which include citizens, municipalities, and SMEs, are meant to be democratic and controlled by the people. 

However, there is a growing concern about corporate capture, where large companies take over decision-making, threatening to push out the original members and reduce the benefits meant for citizens and prosumers.
