This month, we delve into 'Financial instruments and initiatives in place at the local level' with Peter Sweatman, CEO and Founder of Climate Strategy.

In this BUILD UP Expert Talk, Mr. Peter Sweatman explained that stimulating renovation finance requires both incentives and obligations. He pointed to the role of minimum energy performance standards in driving demand for efficient buildings, the use of mortgage portfolio standards to channel bank financing, and the new retail renovation offers enabled by Article 17, which together can significantly scale up the market at the local level.

Sweatman also reflected on three success factors for effective public financial mechanisms under Article 17 of the Energy Performance of Building Directive (EPBD), aimed at helping Member States overcome market barriers and achieve a zero-emission building stock by 2050.

Building on this, he also discussed the main practical barriers and key success factors he has identified in connecting finance providers with real energy efficiency and renovation projects in the construction sector.

Finally, he turned to Article 9 of the EPBD, where he considered examples of integrated financial schemes designed to provide incentives for both deep renovations and staged deep renovation.
