EPC market in Poland faces barriers such as limited stakeholders’ knowledge about market drivers, lack of expert staff in public bodies, high entry costs, sophisticated procedures (especially for public EPC project procurement), high preparatory costs, the high cost of capital or low profitability. 

To deal with those factors the project sets up a one-stop shop (OSS) EPC Facilitator oriented on: 

1. serving the main stakeholders such as public bodies, Ministries, Funds, banks, and ESCO companies

2. building EPC capacity and market
