Buildings account for almost 40 % of energy-related carbon emissions and 36 % of energy consumption. In Europe, most buildings are old (built before 2001) and are heated mainly by fossil fuels. The EU-funded TIGER project will focus on interventions in the social housing (SH) sector, which is among the most problematic. SH buildings lack a long-term energy strategy. 

TIGER will develop energy renovation interventions. Implementing a new innovative model, it will engage over 1.500 families living in 126 SH buildings located in 58 municipalities in Italy’s Abruzzo region. An investment scheme and a capacity building programme for tenants will be set. TIGER will also address energy poverty by achieving adequate comfort levels.

TIGER started on 1st June 2021 and will end on 31st May 2024, unless extended, under the coordination of the Abruzzo Region in partnership with AESS (Agency for Energy and Sustainable Development of Modena), AISFOR s.r.l., AGENA (Agency for Energy and Environment) and the ATERs (Aziende Territoriali per l’edilizia residenziale) of L’Aquila, Chieti, Lanciano, Pescara and Teramo.

During the 3 years foreseen, the actions carried out (hyperlink to the activities) will allow to gather the necessary financial resources to start the energy requalification activities of the buildings through a call for ESCOs (Energy Saving Company). In addition, the project aims to involve the tenants of the ATERs (Aziende Territoriali per l’Edilizia Residenziale) by organising numerous meetings, workshops and training activities on energy efficiency, energy saving and energy poverty.    

In addition, TIGER also responds to the environmental and social needs that are now an integral part of transition policies from the European to the local level. The project fits perfectly into the recent policies implementing the Green Deal, such as the Renovation Wave, which demonstrates that making Italy’s (and Europe’s) ageing building stock more efficient is one of the key actions to achieve climate neutrality by 2050.
