This declaration has been developed by the Belgian presidency of the Council of the European Union and signed at the High-Level event of European Mayors.

European cities, recognising their central role in achieving EU objectives, call for an ambitious urban policy in the 2024-2029 political mandate. They highlight the importance of existing frameworks like the New Leipzig Charter and the European Green Deal, urging for increased dialogue between EU institutions and cities. 

Challenges include the need for increased local government involvement, recognition of urban wealth disparities, and a sustained Cohesion Policy. Strengthening partnerships, unifying urban approaches, and mainstreaming urban dimensions are crucial, along with bridging the rural-urban divide.
