The oPEN Lab project, an initiative funded by the European Union’s Horizon 2020 Research and Innovation Programme, has recently released a new resource: the "oPEN Lab Capacity Building Handbook and Mentoring Report." This guide sheds light on the intricate process of establishing and implementing Positive Energy Neighbourhoods (PENs) through the lens of Living Lab methodologies.

The cities of Genk (Belgium), Tartu (Estonia), and Pamplona (Spain) have been pilots in the Living Lab methodology to establish PENs. The handbook is intended as

• A reference document for existing Living Labs
• A methodological support guide for New Living Labs
• Relevant for initiatives and entities involved in PEN development, energy retrofit projects, or those keen on adopting participative methodologies.
