Energy Performance Certificates: policy needs and best practices

Enhancing and rescaling the Energy Performance Certificate (EPC) scheme is a significant update brought about by the revised Energy Performance of Buildings Directive (EPBD 2024/1275). This report examines the policy requirements for implementing the new EPC standards in the focus countries of the EPBD.wise project: Bulgaria, Greece, Hungary, Poland, Romania, and Ukraine.

This report explores the policy needs and best practices concerning Energy Performance Certificates (EPCs) across six European countries: Bulgaria, Greece, Hungary, Poland, Romania, and Ukraine. This study is aligned with the recent updates to the Energy Performance of Buildings Directive (EPBD). The primary focus is on four countries—Bulgaria, Greece, Hungary, and Poland—that have prioritized EPCs in their policy frameworks.

The analysis draws on insights from the latest Concerted Action on the EPBD V (CA EPBD V), along with reports, scientific studies, and European projects. It reviews examples of best practices from these sources to assess their potential in addressing the identified policy needs while taking into account the requirements and opportunities presented by the EPBD recast, Directive (EU) 2024/1275.

The report highlights the following key policy needs that should be strategically addressed in subsequent recommendations:

  1. Enhancing EPC database management through standardised data formats and improved accessibility

  2. Implementing robust quality control measures to ensure the accuracy and reliability of EPCs

  3. Developing training programs for assessors and establishing effective verification mechanisms

  4. Launching communication and public awareness campaigns to enhance stakeholder understanding of the value of EPCs

  5. Integrating EPCs with other energy efficiency initiatives, such as Renovation Passports, to offer a more comprehensive approach to improving building energy performance. Solutions for these areas will be developed in the project's next phases.

Effective policy guidelines should also include strategies for communication to boost public understanding and engage stakeholders. A multifaceted approach to EPCs, providing diverse information for stakeholders and financial institutions, along with financial incentives, can be highly effective. Resources like the X-tendo Toolbox, which address a range of policy needs, are valuable assets for policymakers.
