EU Whole Life Carbon approach for the built environment

The European Federation of Engineering Consultancy Associations has published a position paper to support an EU-wide Whole Life Carbon approach to be adopted by the construction ecosystem.

The roadmap's objective is to diminish the carbon footprint of the built environment, urging the entire construction ecosystem's participation. Some European nations are integrating embodied carbon into policy frameworks, achieving a balance between operational carbon measures and sustainable materials. While this progress exists, a unified EU approach is crucial for broader adoption.

The roadmap, coupled with reinforced regulatory measures, should avoid counterproductive rigidity. With certain Member States already regulating whole life carbon, EU-level regulations are proposed. The current framework lacks efficient decarbonisation of infrastructure, necessitating a more rigorous certification approach. To achieve carbon-neutral cities, the roadmap targets smaller-scale, immediate achievements in renovation, new construction, and infrastructures.
