The Joint Research Centre (JRC)of the European Commission has published the 'Assessing the progress of Nearly Zero Energy Buildings (NZEBs) implementation in Europe'. This comprehensive report analyses the progress of Member States in the implementation of nearly zero-energy buildings (NZEB). The study compares national levels of energy efficiency with recommended benchmarks and the latest optimal levels, differentiating between new and existing buildings, as well as residential and non-residential properties. Furthermore, it examines key aspects such as primary energy demand, the use of renewable energies, and predominant construction technologies.

The report underscores the importance of NZEBs as an essential tool to achieve the EU climate targets, in line with the revised Energy Performance of Buildings Directive. Strategic measures are identified to boost energy efficiency, drawing on data from Long-Term Renovation Strategies, National Energy and Climate Plans, and the 2023 progress reports.

The document emphasises that reducing energy consumption in the building sector is crucial for achieving a carbon-neutral building stock by 2050.
