A research note from the High Level Construction Forum (HLCF) highlights the growing significance of offsite construction in the EU, where components are manufactured in factories and assembled on-site. It discusses the economic benefits, including cost reductions, increased productivity, and improved quality control, with construction times cut by 20-60%. 

Environmental advantages include reduced waste and emissions, along with greater material reuse. However, challenges such as skills shortages, regulatory fragmentation, financing barriers, and cultural resistance hinder widespread adoption. 

The report emphasises the need for workforce training, regulatory alignment, and financial support, citing successful models from Sweden and Ireland as examples of strategies to enhance offsite construction's growth.
