Home renovation: Key strategies to meet the EPBD
Discover how EU Member States can transform their residential buildings into drivers of energy efficiency and social equity. This practical guide translates Article 9.2 of the Energy Performance of Buildings Directive (EPBD) into concrete actions for a fair and sustainable renovation strategy.
The report 'Making Choices for Home Renovation', developed by BPIE with the support of ROCKWOOL and SAINT-GOBAIN, provides a strategic guide to help EU Member States effectively implement Article 9.2 of the Energy Performance of Buildings Directive (EPBD). This article mandates a progressive reduction in energy consumption across the residential building stock, with clear targets set for 2030 and 2035, and a strong emphasis on renovating the 43% of buildings with the poorest energy performance.
The document outlines a structured methodology based on three key steps: segmenting the building stock according to energy performance, designing renovation scenarios that balance economic efficiency with social equity, and identifying the optimal scenario to meet EPBD objectives.
The approach underscores the importance of robust data infrastructure, the integration of socio-economic criteria, and the active involvement of financial and social stakeholders. It also highlights the need for stable and equitable support mechanisms, particularly for vulnerable households, to enable deep renovations.
This strategy not only fulfils a regulatory obligation but also presents a significant opportunity to reduce energy poverty, improve public health, and stimulate green employment.
