The 2024 Energy Performance of Buildings Directive (EPBD) aims to decarbonise the EU building sector through new standards and tools.

This policy needs report analyses what EU Member States need to implement the directive effectively. Key areas of focus include zero-emission buildings (ZEBs), national building renovation plans (NBRPs), minimum energy performance standards (MEPS), renovation passports, and energy performance certificates (EPCs).

The report emphasises the importance of affordability, social acceptance, flexibility, and avoiding lock-in effects. Insights from the report guide the development of tailored solutions and policy packages for EU Member States to achieve long-term decarbonisation.
