The negotiation process for the Energy Performance of Buildings Directive (EPBD)

The EPBD has entered the last EU legislation process where a trilogue negotiation between the Council and Parliament is taking place. The briefing highlights where the institutions stand at the start of the process and how they can improve the directive.

The Energy Performance of Buildings Directive (EPBD) has started the last EU legislation phase in which the Council and the Parliament need to negotiate to reach an agreement for future-proof buildings. This would lead to an increase rate of renovation and decarbonisation of heating and cooling of the building stock, following the line of the 2030 targets and climate 2050 targets.

The briefing highlights important provisions that need to be preserved, but also addresses points to be improved. It also examines expected impacts of selected provisions, such as standard for new buildings, minimum energy performance standards for existing buildings, and the information and enabling framework.
