RenovAID: Consolidated report on enhancing energy efficiency in buildings in Albania and Kosovo

Enhancing energy efficiency in buildings is vital for mitigating climate change, ensuring energy security, and fostering sustainable development. The RenovAID project, which seeks to improve the energy performance of buildings in Albania and Kosovo, directly addresses these critical objectives.
Editorial Team

Both Albania and Kosovo struggle with the adoption of energy efficiency measures in their building sectors. In Albania, despite progress through energy performance certifications, high retrofit costs, limited financing, complex regulations, outdated technologies, and low public awareness seriously hamper development. Similarly, Kosovo faces delayed enforcement, unreliable energy data, misaligned EU regulatory standards and persistent financial hurdles hindering effective energy efficiency improvements.

To overcome these challenges, Albania and Kosovo must develop supportive regulatory frameworks aligned with EU standards while reducing bureaucratic obstacles. Expanded financing options, including low‑interest loans and retrofit subsidies, along with capacity‑building for construction professionals and local authorities, are essential. Moreover, public awareness campaigns outlining clear long‑term savings and environmental benefits will encourage the adoption of energy‑efficient practices across both nations.
