A roadmap to assess and strengthen the energy transition workforce while bridging the green skills gap
In the context of the implementation of the Energy Efficiency Directive (EED), EuropeOn has published a methodological guide entitled 'A checklist for green workforce assessments', aimed at supporting EU Member States in evaluating their green workforce. This assessment, mandated by Article 28 of the EED, seeks to identify the gap between the professionals currently available and those needed to meet energy efficiency and climate transition targets. The guide emphasises that this obligation should not be treated merely as a compliance exercise, but rather as a strategic opportunity to align employment, education, and sustainability policies.
The report proposes a structured approach based on five key steps, each accompanied by checklists adaptable to different national contexts. It further recommends broadening the scope of assessments beyond energy efficiency to include sectors such as electrification and renewable energy. EuropeOn stresses that projections should be grounded in existing occupational profiles rather than simplistic metrics such as jobs per megawatt.
The publication also includes national case studies as practical references and calls on authorities to integrate these assessments into their climate and energy planning, thereby ensuring a just, inclusive, and effective transition.
