The document begins with a stark observation: millions of Europeans face difficulties in accessing decent housing, while the construction sector—dominated by micro-enterprises—is constrained by limited funding, complex regulations, and a shortage of skilled labour.
EBC proposes a strategy that strengthens the role of local actors—particularly SMEs and municipal authorities—as drivers of change, through a financial and regulatory framework that is more accessible, stable, and tailored to their capacities.
The publication calls for coordinated action at European, national, and local levels, including administrative reforms, tax incentives, public-private partnerships, and better use of EU funds. It also highlights the need to leverage the existing building stock as a key resource for the energy transition and long-term affordability. In response to the sector’s industrialisation, EBC advocates for a balanced approach that preserves artisanal know-how and promotes innovation without excluding small businesses.
