Unlocking Europe’s buildings renovation: a handbook

The handbook outlines key strategies to accelerate energy renovations in buildings, emphasising the need to overcome barriers such as financing, labour shortages, and slow permitting, as part of global efforts to double energy efficiency improvements and meet climate goals.

In the EU, buildings account for 40% of energy use and 36% of emissions, making renovations crucial for achieving climate neutrality by 2050. 

The EU's Renovation Wave Strategy aims to double renovation rates by 2030, but current rates are far too low. Barriers include financial constraints, labor shortages, slow permitting, and lack of awareness. 

The revised Energy Performance of Buildings Directive (EPBD) mandates renovations for the worst-performing buildings and requires national plans by 2025. 

The handbook, titled 'How to deliver a renovation revolution in Europe’s buildings' outlines key enablers, like financing, collaboration, and data use, to drive progress.
