Starting in 2026, all new and renovated buildings in Albania must meet minimum energy performance standards and use renewable energy to reduce emissions. The draft law, open for public consultation, aligns with Albania's climate goals and EU standards.
By 2027, new public buildings must be emission-free, with all new buildings meeting this requirement by 2030.
The law promotes solar energy, renewable energy systems, cogeneration, heat pumps, district heating and cooling.
It also mandates electric vehicle charging points, bike spaces, and indoor air quality monitoring in new or renovated buildings. Public institutions must display energy performance certificates.
