Commission unveils roadmap to boost energy efficiency and decarbonise buildings

The European Commission has introduced a guidance package to support Member States in implementing the revised Buildings Directive, helping the EU meet its 2030 energy efficiency target and paving the way for a fully decarbonised building stock by 2050.

The European Commission has presented a new support package to help Member States implement the revised Energy Performance of Buildings Directive (EPBD). This initiative is central to the EU’s ambition of achieving a fully decarbonised building stock by 2050, while supporting its 2030 energy efficiency goals. Buildings currently account for around 40% of the EU’s energy use, making them a key focus of the European Green Deal.

To aid implementation, the package includes a Delegated Regulation, an Implementing Regulation, and a detailed guidance document with 13 annexes. These tools aim to ensure a harmonised approach across the Union. The Delegated Regulation updates the cost-optimal methodology for setting energy performance standards, while the Implementing Regulation introduces standardised templates for national reporting to the EU Building Stock Observatory.

The guidance offers practical advice on applying the directive’s new provisions, particularly for renovating poorly performing buildings. The measures are expected to lower energy bills, reduce emissions, and improve living conditions, while also boosting investment in clean technologies and construction. The package was launched alongside the first meeting of the EU’s new Housing Advisory Board, which will focus on making housing more sustainable and affordable.
