The European Pillar of Social Rights affirms energy as a fundamental service for all EU citizens. Over 40 million Europeans faced energy poverty in 2022, lacking essential heating, cooling, and lighting. Tailored energy efficiency measures and renewable solutions can mitigate this issue, improving living standards. 

Energy communities play a vital role in engaging citizens in sustainable energy projects, fostering environmental and social benefits. EU regulations support energy transition efforts, focusing on building energy performance (EPBD) and empowering energy-poor individuals. 

Horizon 2020 and LIFE Clean Energy Transition programs fund projects addressing energy poverty and promoting inclusive energy transitions. These initiatives range from household energy management to community-based approaches, aiding vulnerable households and advancing collective action in renewable energy adoption and efficiency.
