In response to the energy crisis and climate change challenges, 2023 witnessed significant policy developments in Europe to enhance building efficiency. COP28 committed to tripling renewable energy capacity and doubling energy efficiency improvements. The Fit for 55 package, part of the EU's efforts, included the Energy Efficiency Directive with an 11.7% consumption reduction target and mandates for public building renovations.

Despite political challenges, a compromise was reached on the Energy Performance of Buildings Directive in December.
