ComActivate, in response to increasing energy poverty in the EU, will be implemented in three municipalities across Bulgaria, Hungary, and Lithuania. Addressing the complexities of Multi-Family Apartment Buildings (MFABs), where 60% of CEE residents live, the project aims to reduce energy poverty, enhance security, and align building emissions with climate targets.
Key strategies include establishing Resource Centres at the local level, developing Neighbourhood Energy Sufficiency Roadmaps, building HOA manager capacity for renovations, and creating public-private dialogues.
