In Europe, only 1% of homes meet sustainability targets, though Rotterdam estimates 6-8%. To address this, the municipality adopts a collective approach, engaging with neighborhood initiatives and cooperatives like 'One-Stop-Shops' (OSS) for efficient renovation policies. Effective Citizen Hubs involve removing barriers to sustainable living, engaging residents in the journey, coordinating with contractors, and supporting volunteer-driven initiatives. 

Local governments play a crucial role, balancing bottom-up and top-down approaches while integrating energy cooperatives. Recent webinars emphasise holistic, community-driven approaches for sustainable living, highlighting the need for coordinated efforts tailored to local contexts in local government renovation strategies.
