The ‘Access to Funding Handbook’ by SHAPE-EU – the European Affordable Housing Consortium - and GNE Finance aims to assist housing providers, municipalities, SMEs, and other stakeholders in planning social and affordable housing renovations. 

It outlines various financing options available at district-level, including direct investment, public funding leveraging private investments, grants, debt financing, equity, and alternative schemes like project bundling and risk-sharing facilities. 

The handbook also provides advisory services through the EIB – Elena Facility, the European City Facility and the Technical Assistance of the European Energy Efficiency Fund offering insights into project preparation and accessing financial products. 

Real-world case studies illustrate effective utilisation of these financial instruments in funding housing and energy-efficient home renovation projects.
