The Scottish Government has launched a nationwide technical assessment initiative to enhance energy efficiency in residential buildings. The HEETSA report outlines a standardised, user-centred, and data-driven approach to ensure retrofits are safe, effective, and sustainable.

In response to the persistent challenges in improving residential energy efficiency, the Scottish Government has published a report proposing the development of a new technical framework known as the Home Energy Efficiency Technical Suitability Assessment (HEETSA).

Prepared by an academic and technical consortium led by Glasgow Caledonian University, the report identifies critical shortcomings in current assessment methods, which often yield generic recommendations and fail to account for the specific conditions of individual buildings. It calls for a standardised, data-driven approach that incorporates on-site inspections, analysis of occupant behaviour, and comparative evaluation tools. The report also stresses the importance of independent, highly qualified professionals to ensure that retrofits are effective, durable, and aligned with national decarbonisation goals.

The document further highlights the urgent need to strengthen market capacity through specialised training, clearer regulation of key roles such as retrofit assessors, and the integration of local communities into the energy transition process. It proposes a functional distinction between project managers, technical consultants, and user advocates to support retrofit pathways tailored to Scotland’s diverse social and built environments. Additionally, it recommends the development of decision-making tools to assess the suitability of both individual and collective solutions, including district heating systems.

Taken as a whole, the report represents a strategic opportunity to correct past policy shortcomings and establish a retrofit model that not only enhances building performance but also promotes equity, health, and community resilience.
