A guidebook to support local authorities in Bulgaria, Romania, Slovakia and central and eastern Europe in using Building Renovation Passports (BRPs) to achieve building decarbonisation and align with EU directives for carbon neutrality by 2050.

Building Renovation Passports (BRPs) are vital for achieving carbon-neutral buildings, offering tailored roadmaps for energy performance improvements. They support Europe’s climate goals and the transition to renewable energy. Decarbonising the built environment requires cooperation from policymakers, the construction industry, and researchers, with EU directives, such as the Energy Performance of Buildings Directive (EPBD) as part of the Green Deal, aiming for carbon neutrality by 2050.

The Renocally guidebook aids local authorities in Bulgaria, Romania, Slovakia, and Central and Eastern Europe in accelerating building decarbonisation despite funding and administrative challenges. 

It highlights legal provisions, benefits of BRPs, and provides recommendations for implementing BRPs based on European case studies.
