New factsheets highlight progress in addressing energy poverty

Updated factsheet show recent policy measures and renovation programs aimed at tackling energy poverty

A series of ten country factsheets, released as part of the SocialWatt project, provide an update on the efforts to combat energy poverty in selected countries.

The update covers developments from September 2022 to March 2023, highlighting major advancements in policies and measures to address energy poverty and the ongoing energy crisis. Summarizing the results:

  • Austria: the Stromhilfefonds has been expanded nationwide, offering support to vulnerable households, and two  national energy efficiency schemes have been launched to target large building renovations and the replacement of fossil fuel heating systems
  • Croatia: a national program to combat energy poverty is being developed, with two pilot renovation programs focusing on individual houses and social housing, offering a grant rate of 100% and plans for expansion based on initial experiences.
  • Germany: provides free energy advice and support to low-income households through local implementation of national schemes.
  • Greece: grant schemes for building renovation revised, allocating a specific portion of the budget to grants for low-income households.
  • Ireland: the Energy Efficiency Obligation Scheme (EEOS) has refocused its "energy poverty" to promote deeper renovations for the least energy-efficient dwellings.
  • Italy: two national observatories on energy poverty launched, but there is no dedicated national strategy or action plan yet.
  • Portugal: energy efficiency voucher for energy poor households implemented in its Recovery & Resilience Plan.
  • Romania: programs and measures financed under the National Fund for Energy Efficiency for vulnerable households prioritised.
  • Spain: the National Strategy against Energy Poverty incorporate initiatives on building renovations and tailored support, while the Recovery & Resilience Plan includes retrofitting projects in deprived neighbourhoods.
  • United Kingdom: various action such as the prioritise energy poverty alleviation and target the least energy-efficient dwellings and  Minimum Energy Efficiency Standards in place to address energy poverty in the private-rented sectors.
