The OECD has released its report 'Global Monitoring of Policies for Decarbonising Buildings', which examines the policies of 28 countries aimed at reducing emissions in the construction sector. The study underscores the urgent need for multi-level approaches and strengthened international cooperation to accelerate the transition towards sustainable buildings.

The new report by the Organisation for Economic Co-operation and Development (OECD) provides a global overview of how 28 countries are addressing the decarbonisation of the building sector, a key area in the fight against climate change. Based on the first OECD Global Survey on Buildings and Climate, the study analyses policy objectives, implemented measures, and emerging trends, highlighting progressive approaches that begin with targeted interventions and gradually scale up. The report stresses the need for multi-level strategies and enhanced interministerial coordination, with 93% of surveyed countries reporting the involvement of at least three ministries in these policies.

In addition to identifying good practices, the report underscores the value of international cooperation and knowledge sharing as drivers to accelerate the transition towards a more sustainable built environment. While over 140 countries have announced net-zero emissions targets, many still lack quantifiable goals and specific monitoring mechanisms for the building sector. The publication highlights the urgency of integrating concrete actions into Nationally Determined Contributions (NDCs) and removing structural barriers that hinder the effective implementation of climate policies at the urban and regional levels.
