Preparing and harmonising EU whole life carbon regulations for climate-neutral buildings

EU regulations are driving the construction sector toward climate neutrality by standardising carbon data and benchmarks, helping policymakers reduce emissions and align building practices with climate goals. This report supports EU and national policymakers in implementing whole life carbon regulations.

Aligning the construction and real estate sector with climate neutrality depends on accessible carbon data and transparency. Upcoming EU regulations, under the EPBD, will enforce whole life carbon (WLC) assessment, aiding in baseline creation and enabling targeted emissions reductions.

Policymakers aim to steer the sector towards zero emissions by establishing progressively strict benchmarks. This report supports EU and national policymakers in implementing WLC regulations, detailing steps from early-adopting countries like Czechia, Ireland, and Spain. 

Variations in WLC methods across countries challenge comparability; hence, EU-wide standardisation is essential. 

The INDICATE project aims to establish national benchmarks, aiding climate-aligned construction policies and cross-country consistency.
