This Governance Solution Booklet has been designed for local governments to guide them in realising climate-neutral and smart cities. It is based on the results of the experiences from cities during their participation in Horizon 2020 Smart City Lighthouse (SCC-01) projects between 2014 and 2022. They represent demonstrators of energy efficient and smart buildings, clean mobility and logistics, and smart use of urban area with IT infastructure.

Hence, the booklet collects recommendations, solutions, and good practices for governance, harvesting from those previous experiences.
