Report: 20 policy levers to decarbonise buildings in Europe

Europe's built environment plays a crucial role in global emissions reduction, and there is a necessity for the practical implementation of sustainable finance strategies by EU institutions.

The report underscores the pivotal role of the built environment in global emissions reduction, with Europe leading sustainability efforts. 

It urges EU institutions to make sustainable finance practical. Key aspects include reforms to the EU taxonomy, energy performance standards, and compliance regulations. 

Policy options at EU, member state, and local levels are proposed. Both public and private financing are essential, with green bonds and mortgages highlighted. Updated Climate Bonds criteria aim for clarity and alignment with EU standards. 

Municipalities are urged to drive higher construction standards and energy efficiency regulations, surpassing national levels and promoting positive energy buildings.
