Towards climate neutral buildings: Harmonised whole-life carbon framework
The recent report by BPIE outlines a comprehensive and harmonised framework for measuring whole-life carbon (WLC) in buildings across Europe. It reviews existing standards, identifies challenges, and provides recommendations to support consistent WLC policies. The report highlights the importance of addressing both operational and embodied carbon emissions, aiming to drive innovation and create a level playing field for businesses.
The recast Energy Performance of Buildings Directive (EPBD) is a significant step towards reducing whole life carbon (WLC) emissions in buildings. It introduces a framework for measuring and reducing these emissions using common standards and methodologies.
By December 2025, the European Commission is required to adopt a Delegated Act to establish an EU-wide methodology for calculating the life-cycle global warming potential (GWP) of buildings. This methodology will be crucial for ensuring consistent and effective WLC policies across Europe.
The report proposes guiding principles for this methodology, ensuring consistency while allowing flexibility for national adaptation. It emphasises the need for reliable data, improved skills, and the balance between renovation and new construction.
