BIRTUOSS inspires neighbourhood renewal across Europe
The BIRTUOSS project presents an innovative strategy for transforming vulnerable neighbourhoods by integrating energy-efficient renovation, social inclusion, and citizen support. It reinforces a strong commitment to sustainable urban development.
The Basque Country (Spain) has initiated an ambitious urban regeneration strategy through the Opengela programme, part of the European BIRTUOSS project, funded by the LIFE programme. This initiative takes a comprehensive approach to addressing sustainability, energy efficiency, and social cohesion challenges in neighbourhoods with an ageing housing stock.
With over 30% of homes built before 1980, many suffering from serious energy inefficiencies and accessibility issues, the programme offers a one-stop shop model that provides residents with technical, financial, and administrative support for building renovation. BIRTUOSS goes beyond individual interventions, focusing on neighbourhood-scale actions that foster inclusive and resilient urban transformation.
In addition to improving living conditions and tackling energy poverty, the project strengthens the Basque Country’s commitment to climate neutrality and social equity. By combining institutional innovation with citizen engagement, this experience is emerging as a replicable European model for addressing the challenges of the energy transition in urban environments.
