Why are the sales of heat pumps falling?

EHPA data shows that the sale of heat pumps has shrunk over 2023, putting decarbonisation targets at risk.

Sales of heat pumps in Europe experienced a 14% decline in the third quarter of 2023 compared to the same period in 2022, according to the European Heat Pump Association (EHPA). Despite a strong start in the first quarter, second and third quarter sales for space and hot water heat pumps dwindled. This downward trend poses a threat to Europe's decarbonisation goals and jeopardises €7 billion in planned investments by manufacturers.

The decline is attributed to unclear policy communication, changing government policies and subsidies, and falling fossil gas prices, making heat pumps less financially attractive. The EHPA urges policymakers to address these issues in the heat pump action plan, emphasising the importance of clear commitment and favourable economic conditions for heat pump technologies.
