2025: EU clean energy progress

The 2025 Progress Report on Competitiveness of Clean Energy Technologies, published by the Directorate-General for Energy, provides a comprehensive analysis of the current state and future prospects of clean energy technologies within the European Union.
Editorial Team

The report highlights substantial progress in the deployment of renewable energy technologies, energy efficiency solutions, and innovative systems that collectively underpin the European Union’s climate objectives. Of particular relevance to the buildings and construction sector, the findings reinforce the need for sustained investment and policy alignment to ensure the continued competitiveness and scalability of these technologies within the global market.

The report strongly emphasises the built environment, identifying both opportunities and structural challenges that must be addressed to accelerate decarbonisation. The integration of clean energy solutions—such as high-efficiency heating and cooling systems, renewable-powered retrofits, and intelligent building management technologies—will be vital to reducing operational emissions and meeting the EU’s long-term targets.

clean energy transition, noting its potential to generate employment, enhance energy security, and reduce greenhouse gas emissions across sectors, including construction. The report calls for improved collaboration between public and private actors to foster innovation, streamline market access for emerging technologies, and eliminate barriers that impede adoption, particularly in the context of residential and commercial buildings.

Although the directive referenced in the report does not directly regulate the housing sector, it carries profound implications for domestic energy use, affordability of heating and cooling, and the types of technologies encouraged for residential application. It advocates for regulatory frameworks that promote sustainable building practices and the widespread integration of clean energy systems, shaping the future landscape of construction and renovation in Europe.
