The article reviews 31 policy documents since 2019, highlighting the push for greener and smarter buildings. It maps out how digital tools like Energy Performance Certificates (EPC), Building Renovation Passports (BRP), and Digital Building Logbooks (DBL) can work together to streamline renovations. The big takeaway? Combining BRPs and DBLs gives stakeholders a clearer picture for making data-driven decisions.

The study also introduces the Digital Energy Renovation Framework, showing the relationships between various policy instruments. It emphasises the importance of data interoperability and standardisation to maximise renovation impacts. Despite the progress, challenges like high costs and data quality discrepancies remain. The paper calls for more support at the EU level to help Member States implement these digital tools effectively.
