Evidence-based market and policy instruments Implementation across EU to increase the demand for eNergy Skills across conSTRUCTion sector value chain
INSTRUCT focused on demonstrating the direct link between highly skilled construction workers and the actual energy performance of buildings to boost market demand for qualified professionals. The project developed specialized training programs, established mutual recognition frameworks for energy skills, and promoted the use of digital worker skills passports. As a result, the project successfully upskilled personnel across the entire construction supply chain while providing concrete evidence to stakeholders that investing in trained workers leads to higher quality, energy-efficient building renovations.
Key usable outputs and tools:
- Energy-Education Platform: A newly launched online, one-stop-shop portal designed for educational and training purposes in the construction sector. The platform features integrated modules including a dynamic Professional Networking Service, an Events Calendar Service, a searchable Training Database, and a specialised technical library for BIM use-cases.
- Sustainable design tools engine: A dedicated web application built directly into the Energy-Education platform that acts as a discovery and access engine for carbon modeling and whole-life-cost software.
- BIM-enabled EPC e-learning module: A fully developed online training course complete with slideshows, lecture-videos, tutorials, and a final qualification exam. The module trains building professionals on using Building Information Modeling (BIM) to accurately generate mandatory Energy Performance Certificates (EPC), tracking real-world use cases across the EU.
- EU-level competence accreditation forum: A newly established international panel designed to unite competence accreditation bodies, cities, and public clients across EU member states. This forum serves as a replication framework to scale up qualifications, skills-demanding public procurement practices, and certification standards.
- Digital skills passports & registers: A specialized registry system deployed across 8 Pilot Demonstrators in 7 European countries, functioning as a verifiable verification tool to track individual worker certifications and confirm structural energy skills to investors.
