BUS-REGRoUP aimed to accelerate the Clean Energy Transition in Greece by expanding the national skills framework to encompass both blue-collar workers and white-collar professionals. By revitalizing the National Qualifications Platform, the project successfully updated the Country's status quo analysis to integrate critical new competencies in smart buildings, digitalization, and circularity. Today, local training providers and stakeholders can leverage the project's fully updated National Roadmap, which offers a clear action plan and priority measures to effectively reskill the entire building value chain for 2030.

Key Usable Outputs and Tools:

• The updated National Qualifications Roadmap 2030: A major structural update to the original 2013 roadmap that outlines 16 high-priority action lines with concrete timelines, assigned institutional responsibilities, and dedicated funding mechanisms designed to upskill up to 45,200 white-collar professionals and 146,160 blue-collar workers by 2030. Including also a monitoring mechanism equipped with specific quantitative indicators and follow-up reporting procedures to continuously evaluate progress across three main axes: Market (workforce size), Skills (upskilling quality), and Institutional Framework.
• The revitalised National Qualifications Platform (NQP): A reactivated and significantly expanded national dialogue network uniting 46 endorsing bodies, including government ministries, regional authorities, trade federations, and technical chambers to drive continuous training governance.
• The Occupational & Functional Map (OFM): A structural methodology framework used to map out the professional landscape, select priority trades, and identify specific green skill requirements across the Greek building sector.
• Multi-criteria measure evaluation system: An integrated prioritisation model designed to grade proposed training and policy measures across three specific axes: Contribution to National Targets (Energy/Environmental), Economic Dimension (Cost/Viability), and Social Dimension (Employment/Inclusion).
• The Strategic Planning Committee (SPC) framework: A technical advisory body composed of 12 key industry experts set up to systematically analyze alternative future scenarios, define national priority occupations, and draft high-impact policy measures.
