BUPS Poland tackled the urgent need for a highly qualified building workforce in Poland to meet the 2030 energy efficiency targets . By conducting a detailed analysis of the local labor market, the initiative successfully pinpointed the exact skills gaps hindering sustainable building renovations. As a lasting resource, the project offers a robust national roadmap that training providers can currently leverage to develop effective, future-proof upskilling programs for construction workers .

Key usable outputs and tools:

• 2030 national training roadmap update: A newly comprehensive action plan designed to guide Polish construction training toward building deep thermal modernization, decarbonization, and low-emission building technologies up to 2030 and 2050. It establishes explicit tracking criteria, target timelines, and monitoring parameters aligned with the long-term strategy for building renovation.
• Updated status quo analysis report: A granular diagnostic overview of the Polish construction and vocational labor market analysing technical constraints, economic contexts, and shifting workforce structural patterns between 2012 and 2023 .
• National platform for cooperation: A newly relaunched collaborative expert forum uniting 31 specialized national organizations (including public ministries, trade unions, material manufacturers, and academic bodies) to co-create, consult, and implement national qualification strategies.
• Sharepoint digital collaborative space: An authenticated online environment built directly to host the National Platform network . It operates as a secure digital portal for expert workgroups to exchange technical documentation, pool regional insights, execute surveys, and consult on strategic roadmap guidelines.
• Core curriculum verification guidelines: A structured methodology and list of strategic recommendations to overhaul the core curricula of at least 47 school occupations and 19 craft master examination standards, injecting mandatory units of learning outcomes for heat pumps, photovoltaics, and circular building methods.
• Just transition reskilling model: A dedicated vocational integration blueprint estimating that roughly 58,000 workers from the traditional fossil fuel and coal mining sectors can be strategically retrained and absorbed into the thermal-modernization workforce.
• Investor support portal architecture: A functional blueprint and set of operational recommendations to introduce a centralized public web system that streamlines investor access to structural green funding, energy counseling services, and trustworthy certified installation companies.
